Following is the list of admins, then my initial list of impacted
project with some explicit files.

I reread that last one and its associated thread and realized I owe
you an excuse: it was indeed decided not to bother the existing (few)
Savannah non-GNU project about using the GNU GPL for manuals. I
confused that and earlier discussion :/

Again, my "(GNU)" remarks in the 2nd list are indicative. I don't
think I checked their presence in gnuorg/maintainers and since I only
used my memory I surely missed some.

After using various heuristics to reduce to the number of files to a
few hundreds, it appears we have a large part of old-style GNU manual
licenses, few GNU GPL, and also unclear or missing notices - with a
non-negligeable amount of GNU projects concerned.


There's around 4000 texinfo files, with around 700 containing "Free
Documentation License, Version X"

Lots of files are part of a manual and do not carry explicit notices
(I ended up filtering "\input texinfo" to get the main files)

Some manuals come under all-permissive licenses.


The rest of the manuals should be next:
