Hi,

Are you trying to checkout under a directory called `CVS`?

>From the Mozilla FAQ:

"Initial cvs checkout fails with the message: cvs [checkout aborted]: *PANIC*
administration files missing 

You cannot create a cvs tree under a directory named "CVS". This is a
feature/bug of cvs. cvs expects to find certain administration files under
the CVS directory and will complain if they are missing."

Please let us know if this is the problem, or if it isn't,  provide further
information about what you're doing, cvs versions, etc so that we can
investigate further.
