Sorry for letting this issue aside for so long.
The file is stored as-is in the database.
I cannot reproduce the problem.
Either that was a problem with an old version of the file upload system,
either the file suffered an html encoding prior to being uploaded.
If that happends against, please let us know and we'll look at it asap.
