Details:

To avoid further situations of wasted time, like in
http://lists.gnu.org/archive/html/savannah-users/2009-05/msg00002.html where I
tried to forward a misdirected email to a list I wasn't subscribed to either,
but then received the quoted rejection, I propose that the stanzas for each
mailing list on Savannah projects' Mailing Lists pages indicate whether a list
is for subscriber-only posting or whether it is open for everyone (whether
moderated through listhelper or not doesn't matter in this case).  This bit of
information should be deducible from each list's mailman configuraion, I
think.
