Details:

I know I can change the Theme in my personal preferences.
However this does not change the theme that not-logged-in visitors of a
project page will see. 

Frankly the default color schema is a bit 'special' and it would be great if
I could change it for a project to something that is more neutral (in this
case) or closer to the colors that are "typical" to a project. 

The color theme preference would then be:

Personal preference if logged in

else

Project preference if one was defined by the project admin

else 

site default.
