That's up to you to decide. You can use any VCS supported by
Savannah; the workflows are so many that I wouldn't dare to think
about enumerating them.

That's the usual way, yes, but with the coordinator also involved in
the translation process :-). Basically, the www-LANG Source
repository is used as a staging area where things ripen before they're
committed to the official `www' repo and become online. It's also a
convenient way to keep track of which article needs updating (if you
use GNUmakefile.team), and automatic merging of changes so that team
members can work on the fuzzy/untranslated messages without the need
to checkout/update the huge www tree.
