Hi Anand.  It seems my earlier reply to you was lost.

This isn't something savannah can do -- the FSF sysadmins administer the
ftp.gnu.org upload process.

The problem isn't that the directory doesn't exist, but rather that garpd is
apparently not registered in the ftp-upload system.  You need to email
address@hidden with your GPG key and ask them to allow uploads for garpd.
