Follow-up Comment #5:

in the recent regeneration of the archives, finished a few hours ago, utf-8
was enabled.  the url at the end of this mail now shows cyrillic.  i am
pleased and surprised :).

if issues persist, let us (or address@hidden, who control this stuff) know.
