Hello.

First, you have got a very old COPYING file.  
Please update your license notices.

Updates versions of the GPL, LGPL and GFDL can also be found at:

http://www.gnu.org/licenses/lgpl.txt
http://www.gnu.org/licenses/fdl.txt

Second, we have got a problem that the PHP license is incompatible with the
GNU GPL. You wrote that you have permission to publish these files but what
permission does everybody else has got?
