The project I would like Savannah to host is called the Carrot Queue. The
main idea behind this project is that it is better to use the carrot than the
stick. To this end Carrot Queue organizes projects in a list ranked by various
parameters that developers themselves can determine. There are also other
factors that force a project to the top of the queue, things like business
value and feasibility. These things, along with incentive, make an algorithm
that powers the queue. Hopefully this aligning of different interests
(development and management) through the carrot queue will make people more
productive and happy.

There are no external programs or libraries which would not normally be
found on a Free Operating system.
