Hello,

a full archive of the project is necessary for review.
This tarball must contain at least the sourcecode and a verbatim copy of the
license text (COPYING).

It is also recommended, but not mandatory, to include a README with contact
info, maybe even a CHANGELOG and a AUTHORS. This way, you have a good template
for your project right from the beginning.
