[Savannah-register-public] [task #9387] Submission of serlogger

Follow-up Comment #2, task #9387 (project administration):

1. the license is changed to GPL v3;
2. the information files are populated;
3. one small change is made to exit elegantly;
4. one sample of configuration file "$HOME/.serlogger" is provided as
"serlogger/sample.serlogger";
