It says:

  For manuals, we allow only GNU FDL version X or later, or other
  licensing which is compatible with that.

So, it can be any FDL-compatible.

If the file in question is not a manual, What else is?.

You can keep the current licensing notice or replace by the GNU
all-permissive one because both them are ok.  You can also use any
other FDL-compatible license.
