Hello,

I've reviewed your project and found that there are many files that don't
contain a license header. e.g: the perl source files, README.md, etc. Every
file more than 10 lines long in considered non-trivial and must include a
license notice.

If you're willing to add this notices, please provide us with an updated
tarball and we'll reconsider approving your project.
