Hello Amirouche,
Thank you for submitting a new project to host on GNU Savannah.
To host a project on GNU Savannah, it must comply with the hosting
requirements:

http://savannah.gnu.org/maintenance/HowToGetYourProjectApprovedQuickly/
One such requirement is that the license must be compatible with current and
future versions of the GPL, and thus should have the common phrasing "GPL
version X or later".
It appears the WiredTiger project (which is a dependency of your project) does
not allow later versions of the GPL, as stated here:
https://github.com/wiredtiger/wiredtiger/blob/master/LICENSE
They only allow version 2 and 3 explicitly.
The same wording appears in the license file of your project (
./guile-wiredtiger-0.1/COPYING ).
As such, the project can not be hosted on GNU Savannah without first changing
the license to allow later versions of the GPL.
If you can change the license of your project, and that of the WiredTiger
library, then it could be hosted on GNU Savannah.
