Hello David,
Thank you for submitting a new project to host on GNU Savannah.
To host a project on GNU Savannah, it must comply with the hosting
requirements:

One of the requirements is that the project must be compatible with current
and future versions of the GPL. Therefore, projects which limit their license
to a specific version (as in "AGPLv3 only" in this case) are incompatible with
the hosting requirements.
If you wish to continue with the project approval process, please modify the
license to "AGPLv3 or later".
Another minor issue is that few small files do not have a copyright statement
or a license notice (configure.ac, Makefile.am, autogen.sh).
It is highly recommended that all files carry a copyright statement and a
license notice.
If you prefer not to apply the AGPL to these files, consider applying the GNU
"all permissive license", as explained here:
http://www.gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html
Please let us know when these issues are addressed, so project approval can
continue.
