And I might repeat again,

the Savannah web pages currently don't express "Savannah requires GPLv3+
compatibility" directly, on: 
http://savannah.gnu.org/maintenance/HowToGetYourProjectApprovedQuickly/ 
or 
https://savannah.gnu.org/register/requirements.php

So I think if "Savannah requires GPLv3+ compatibility", it needs to be shown
explicitly, and I think there are no exception for these projects.

Currently, it just make a "For manuals" example and use the "recommend"
expression,
"For _manuals_, we _recommend_ GNU FDL version X-or-later, where X is the
latest released version of the FDL; other licensing compatible with that is
acceptable."

Actually, I have no idea of the _historical exceptions_ expression, "Savannah
requires GPLv3+ compatibility" is not pointed out explicitly yet, the
"history" I think is now.
