If you want to use the package under the conditions of the GPL, you
don't need anyone's permission to do so.
If you want a GPL exception so that you can produce and distribute
derivative freedom-disrespectful software, you will need to contact
the authors mentioned above to see if they will negotiate a GPL
exception for you.
