In my experience, there is no "typical" time.  Sometimes they reply
right away, sometimes they don't get around to replying without
additional pinging.

No, it is staffed by (~two) FSF employees who are responsible for
keeping all the FSF office and network hardware and software going,
etc.  E.g., the last few days they have been working on bringing much
more capacious hardware to run savannah and lists, etc., so we are glad
about that :).

    but I'd like to know if I should keep waiting.

After two weeks, it seems reasonable to write them again.

I will also try to look at the mailman configuration myself to see if
it's something obvious, but I suspect I will not come up with a
definitive answer.  I'll let you know if I discover anything useful.
