more description.

Frankly for v5 I plan to allow users setting per character width (overriding
results of screens wcwidth - ut8_isdouble), because from what I've read so
far, there is no standard for how wide characters are in terminal. But if you
know one, I'll gladly read it.
But going back on topic I probably can change default, to be same on all
locales.
