[silpa-discuss] Dhvani ported to python using ctypes

Hi,
PFA the dhvani is python porting using ctypes library. now it gives
more control over audio creation in TTS module. Ofcourse its not yet
ready to integrate with silpa it needs some more fine tuning :)
