Skencil under WinXP - error

Hello all,

I am trying as normal user (not administrator) to get developer
version of skencil get running under WinXP but I got the
following error:

I am not sure whether all required tools have been installed. Can
you name them all and order in which they
have to be installed? Also the dir to which they should be
installed?
