[Sks-devel] Fix for primary uid flag problems

I just checked a fix for the primary uid problems into CVS.  You can try
it out on sks.dnsalias.net.  Please give it a shot, and reply to the
list with your experiences.  I want to know if this fixes all the
problems people found (or introduces new ones.)
