Gah! :( Please use port 21370 and the DNS name, not this:

  Gossip Peers
     [snip]
     69.36.240.250 11370

Nothing is listening on that port:

  %telnet 69.36.240.250 11370
  Trying 69.36.240.250...
telnet: connect to address 69.36.240.250: Connection refused
telnet: Unable to connect to remote host

For comparison, a telnet (v. gossip) connection to the correct place
looks like this:

  %telnet keyserver-sks.kjsl.com 21370
  Trying 69.36.240.250...
  Connected to keyserver-sks.kjsl.com.
  Escape character is '^]'.
  Connection closed by foreign host.

Thanks.
