As far as i can see you're using Hockeypuck as a software for the
keyserver ... which may be the issue.

Currently I'm administrating three sks-systems, which nearly have the
same amount of keys (sks.fidocon.de, keyserver.secure-u.de) (currently
around 3780500)

My hockeypuck-installation (currently named sksclient2) has around
5000 keys less than the sks-instances (3775500) ... despite the fact,
that it synchronizes with sks.fidocon.de using internal IP-adresses).

I'll add your server to my sks.fidocon.de and send you the (temporary)
IPv6-Adress of my hockeypuck-installation this evening.

Let's check, if everything is running as expected ... ;-)

(If not, we should arrange a meeting at 31c3 or switch to private
email ... ;-) )
