Your server won't synchronize with the gossiping network. Whether that
is an issue depends on the nature of the keyserver (i.e it is not an
issue for a standalone server, but then you wouldn't have rejection
message to begin with). In any case, you haven't done a sks cleandb in
your initial setup procedures.
