For us, we see one rejct threshold when the mail has multiple recipients 
and another, personal, one when there is a single recipient. Typically our 
multi-recipient threshold is set much higher in case we have spam-lovers.
But I forget whether this is standard, or something I modified.
If it is standard, and your multi-recipient threshold is below 6, it 
could be an explanation.
