[stalkerfs-bug] [Stalkerfs] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The home page of Stalkerfs [1] has the old kind of
translation list at the bottom of the page; I propose to upgrade it to
the latest boilerplate [2]. This would give the opportunity to move four
</a>'s, which are currently at the beginning of a line, to the end of
the preceding line, thus avoiding underlined spaces after the links.
A diff is attached.
