[Stratagus-ccl] Removed weapons-upgradeable, armor-upgradeable and magic flag

I remove weapons-upgradeable and armor-upgradeable flags since they
weren't used for anything, we have our own  upgrade methods. It's
included in pud UDTA but ignored.
The magic flag is useless, it's still in the run-time struct just not in
the ccl files. you set it true with a non-empty can-cast-spell list.
