LUA is the language.

Checkout http://wargus.sf.net  and http://www.nongnu.org/stratagus-bos/
for examples of how the stuff is done. stratagus-bos is better, as it includes 
free graphics too.

Checkout the docs directory in the stratagus distribution, or more accurately
