There are two bugs in the Debian bug system, which I've merged. This may
be a mistake.  

I can replicate one of the bugs:  http://standblog.org/dotclear/rss.php
fails to load when you add it with:

UnicodeDecodeError: 'utf8' codec can't decode bytes in position 9-11:
invalid data

Which is interesting as the feed states at the top it is in ISO-8859-1.

The other bug I can't replicate but plenty of other people can, this
results in:

  File "/usr/lib/straw/straw/utils.py", line 144, in format_date
    return unicode(timestr, encoding)
LookupError: unknown encoding: en_US.ISO8859-15

Interestingly the machine which this failed on doesn't have en_US
configured as a locale, but then neither do I.
