I too, am having trouble with TagLib while trying to build StreamTuner .99.99.
Ubuntu 5.04

$ ./configure
...
checking for taglib-config... /usr/bin/taglib-config
checking for TagLib - version >= 1.2... no
configure: TagLib not found: forcing --disable-local-metadata
...
  --enable-local-metadata      no (TagLib not found)
...

$ /usr/bin/taglib-config --version
1.3.1
