For GNUnet, we'll be collecting ideas at https://gnunet.org/gsoc-2017 (similar to last year).

For GNU Taler, we have two:

Richard Stallman started a discussion on integrating subtle forms of
financial management advice into the Taler wallet (http://taler.net) to
help users manage their spending:

We believe this would be a good introduction to the Taler wallet code
base, at least the parts written in TypeScript and WebExtensions.
