I think that this is a non-problem, in that a bug equally fit that
was skipped over during the selection process is just the way it
works in nature - sometimes lives end prior to reproduction regardless
of the fitness.
However if it concerns you, here is a way you could attempt to
ensure an equal distribution of parenthood. You could have a
'gestation' parameter, indicating the amount of spins of the wheel
a bug must sit out after having already been selected. This would
simultaneously keep a bug from being selected twice within the
gestation period and ensure a more equal distribution of bugs was
selected. It sort of waters down the selection process, but
solves your problem in a biologically-motivated way.
