a 1.3 Makefile fix

When building Swarm 1.3 at our site, I found a change needed in the
src/Makefile.{am,in} that we needed in order to use 'gmake' as our gnu
make program:

Under the "headers:" target, the literal 'make' command should be
"$(MAKE)" like in the rest of the file.
