I think the latter is fixed already.  I'll try to make the InstallShield
script a bit more smart about the former.

Don't make changes like this lightly: Swarm 1.3.1 for w32 is
configured to use two DLLs: 19.1 and a special
development version that avoids some nasty problems with `make' and `sh'.
