SWARMHOME should be set in the environment, so there should be
no need to touch it in Makefiles (other than to disable any previous
setting).

Try this:
Copy cygtcl80.dll, cygtk80.dll, and cygwin1.dll from
/Cygnus/cygwin-b20/H-i586-cygwin32/bin into the directory
where you put the model executable. Set SWARMHOME to this
the Unix style pathname of this directory.
Copy /Swarm-1.4.1/include/swarmconfig.h to a subdirectory
called "include".
Create a subdirectory called "share".
Copy the files from /Cygnus/cygwin-b20/share/tcl8.0 into
a subdirectory called "share/tcl8.0". Likewise for tk8.0.
Copy the files from /Swarm-1.4.1/share/blt8.0 into a subdirectory
called "share/blt8.0".
