Makefile question

What's the preferred method (variables in the Makefile) to add extra libs and
include files to build an application (but not all applications).  To make my
question more concrete -- I want to include files in /usr/local/CVODE/include
and link the library /usr/local/CVODE/lib/libcvode.a
