Try upgrading your /Swarm-2.1.1/bin/javaswarm.dll to 
  ftp://ftp.swarm.org/pub/swarm/binaries/w32/latest/javaswarm.dll.gz

and /Swarm-2.1.1/share/swarm/swarm.jar to
  ftp://ftp.swarm.org/pub/swarm/binaries/w32/latest/swarm.jar.gz

(Backup your previous copies and then gunzip these and copy them into
the /Swarm-2.1.1 paths.)
