I guess you know that all these .gz files first need to be gunzipped...
Sure!
For Objective C usage, I'd suggest moving aside your
/Swarm-2.1.1/include to include-old or something, and then untarring
ftp://ftp.swarm.org/pub/swarm/binaries/w32/latest/includes.tar.gz.
