Swarm ftp: here's my proposed cleanup scheme

I've received scattered input about this and now propose you all
consider this scheme for organizing swarm apps in ftp:

ftp://ftp.santafe.edu/pub/swarm/src/testing/new-swarm-apps/

The server there does not show the README.html file automatically, like
the apache server does here at KU, so you have to click on README.html
to see what's up.

I'm no expert on lsm or anything, but I did try to scratch out a couple
of little lsm files to go with some swarm apps under the objc/sdg/ area.

The feedback period starts again now, and will end after I don't get any
more feedback for a couple of days.

THe objective here is to

1. Make it easier for people to find apps for Swarm
2. Separate java and objc apps
3. Clarify the meaning of apps which are from the sdg versus the ones
that are contributed.
4. Move the outdated packages into a separate subdirectory "obsoleted"
and keep test versions of apps under "testing" directories.  I have not
scrupulously moved old packages into obsoleted, I've only moved ones for
which I'm absolutely sure we have updates. But if I someday find a
package that does not compile against Swarm-2 or newer, I would think it
might be a candidate for obsoleted.

I hope this hierarchy will show up at the top level of swarm's ftp, not
under src, but on the same row with src. (I think of src being for
source code for swarm itself, and I think of apps in a different frame
of mind).  I've not had that debate with the other Swarm Development
Group members, though.

As far as I know, I have not deleted any packages that currently exist
in anarchy or evaluated, I have just copied out of various places in the
swarm ftp area and reorganized.  I've not renamed any applications
either, but if this new scheme is followed, some applications will need
renaming.  For example, the highly excellent package:
logzone-0.9.1.tar.gz
would get a name like:
logzone-0.9.1-2.1.1.tar.gz

where the second number after the dash indicates the latest swarm
version against which this is known to compile.
