Swarm 2.2, prerelease #3 binary distribution for Windows

Assumes Cygwin 1.3.5 insllation, which implies deinstallation of Swarm
2.1.1 (at least ensure that Swarm 2.1.1 mounts are removed).  Simply untar
and mount as /Swarm-2.2 in Cygwin.
