Globals.env and current time

Hi,
when I use Globals.env.getCurrentTime() while the simulation is not (yet)
running,
I get an exception. So how can I find out if the simulation is running (or what
other possibility is there to get a time value at any time during program
execution)?
Also, is there already some kind of documentation to find out about the objects
in
Globals.env (Java)?
