You need the package indicated here:
$ rpm -qf ../include/X11/xpm.h
libXpm-devel-3.5.4.2-2.2
I can't understand why the swarm RPM let you install without that. You
didn't install with "nodeps" as an option, did you?

You are using the blt from fedora extras, which does not include
everything needed. If you install the one I offer, it will be OK.
