[Swarm-Support] Cygwin download working again...

Thanks to Marcus Daniels, we've patched the Cygwin setup program so it 
successfully finds the download site for the Windows binaries of Swarm.

When you reach the step where setup lists the available download sites, 
the setup program currently lists two options. Select the second: 
http://ftp.swarm.org.

Would the first person or two to try this please let us know whether you 
succeed or fail?
