Have you tried running configure as
     LDFLAGS="-L/usr/local/lib" CPPFLAGS="-I/usr/local/include" ./configure
as mentioned in the FAQ?

You say jpeglib.h is in /usr/local/include- 
are jconfig.h, jmorecfg.h and jerror.h in there, too?
