Hi,
AFAIK, you are bound to GLP if you use the source code. If you put an .exe if
your app, and declare it as an optional plugin, it
should be perfectly legal.
I'm not 100% sure if you can include it in the setup, though.
I've seen some commercial programs use LAME e.g.
