I'm seeing the same error and the apt version is 0.5.5cnc4.1 - the latest 
released version and the Ignored() and UnIgnoreAll() methods are not 
present in there. Apparently one needs apt-rpm from the SVN-tree to 
build the latest Synaptic :(
