It is very likley that the problem is caused by a subtle
incompatability between the version of apt-rpm synaptic was build
against and the version that you have installed on your system. We had
some similar cases recently.
Please try to rebuild synaptic against the latest version of apt-rpm
or ask the person that provides the rpm for you to rebuild the package
against the latest rpm.
And please let me know if it fixes the problem for you :)
