I've adjusted the links, thanks!

Unfortunately the 0.9.3 libeufin upload was just a snapshot and not
the proper release tag.  There is no v0.9.3 tag in git, that's why
we're still tagging with v0.9.3-dev.$n.

We probably should have uploaded it under a different name to the GNU
mirrors though.

Back when we released the other 0.9.3 components, libeufin was still
lagging behind and incompatible with the other GNU Taler packages.
The situation is better now and we'll release a 0.9.4 soon where
libeufin is properly tagged and works with the other components.
